ORDER
Subject: Promotion and postings in Junior Time Scale (JTS) of Indian Postal Service (IPoS), Group ‘A’ in the Level-10 (Rs. 56100-177500) of the Pay Matrix [Pre-revised Pay Scale (Pay Band-3) of Rs. 15600-39100 + Grade Pay: Rs. 5400/-] and transfer/posting of ad-hoc JTS Officer of IPoS, Group ‘A’.
Part I: Promotion Orders for Junior Time Scale (JTS) Officers
The President is pleased to announce the promotion of the following officers to the Junior Time Scale (JTS) of Indian Postal Service, Group ‘A’ (IPoS, Group ‘A’) on a regular basis in the Level-10 (Rs. 56100-177500) of the Pay Matrix [Pre-revised Pay Scale (Pay Band-3) of Rs. 15600-39100 + Grade Pay: Rs. 5400/-], effective from the date of assumption of charge and until further orders. Court Cases: The promotion of the officers is subject to the final outcome of the following court cases:
- WP No. 25171/2020 before the Hon'ble High Court of Andhra Pradesh.
- WP No. 22403/2021 before the Hon'ble High Court of Telangana (tagged with WP No. 25171/2020).
- SLP(C) No. 30621 of 2011 before the Hon'ble Supreme Court of India in Jarnail Singh batch of cases.
Vigilance/Disciplinary Case:
- Promotions will be withheld if the officer is under suspension or if criminal charges are pending against the officer.
- Officers under current punishment (except censure) will not be promoted until the punishment period expires.
Other Important Notes:
- The promotion will have only prospective effect.
- Service rendered on ad-hoc basis will not count for seniority or eligibility for further promotions.
- Officers will be relieved to join their new posts immediately and report to the Directorate in due course.
- Any officer who does not join within one month from the date of issue of this order will be presumed to have declined the promotion.
Part II: Transfer/Postings of Ad-hoc JTS Officers
In addition to the promotions, the following ad-hoc JTS officers of IPoS, Group 'A' have been transferred with immediate effect:
- NV Satyanarayana Raju (Date of Birth: 30.08.69) - Transferred from Andhra Pradesh to Tamil Nadu (on ad-hoc basis)
