The Maharashtra Branch of AIAIASP requests an urgent revision of the honorarium granted to Inquiry Officers and Presenting Officers involved in departmental inquiries under Rule-10 of the GDS Conduct & Engagement Rules, 2020. The proposed revision is based on updated directives and prior correspondence issued by the Directorate:

- DG Posts Letter No. VIG-5-27/2/2022-Vigilance-DOP - dated 16.01.2023
Current Honorarium Standards
The DG Posts letters outlined an honorarium range for Inquiry Officers (IO) and Presenting Officers (PO) as per increments dating back to earlier standards:
- Prior Rates: Revised periodically from a minimum of ₹100 in 1990 to ₹3,000 in 2014. The Directorate recommended a maximum of ₹6,000 in 2014.
- Recent Issue: Despite these recommendations, the honorarium often defaults to ₹3,000, occasionally even below the prescribed minimum.
Recent CVC and DOPT Recommendations
Updated orders from the Central Vigilance Commission (CVC) and the Department of Personnel & Training (DOPT) were issued on 16.01.2023. These outline:
- Recommended Rates: IO - 10-15% of Basic Pay; PO - 10% of Basic Pay.
Proposal for Revision
In alignment with these guidelines, AIAIASP Maharashtra Circle proposes the following revision for honorarium under Rule-10 of the GDS Conduct and Engagement Rules, 2020:
- Inquiry Officer (IO): ₹10,000
- Presenting Officer (PO): ₹9,000
Request for Directorate Intervention
AIAIASP Maharashtra Circle earnestly requests the Hon. General Secretary’s intervention at the Directorate level to address and implement this revision. Ensuring fair honorarium aligns with recent CVC and DOPT instructions and acknowledges the contributions of Inquiry and Presenting Officers in disciplinary proceedings.
