# BPRASA Urges Directorate to Include HSG Cadres in Postal Service Group B Cadre Review
The Bharatiya Postal, RMS, Administrative Supervisors Association (BPRASA - Group B) has formally submitted a proposal to the Director General (Posts), Dak Bhawan, requesting the inclusion of Higher Selection Grade (HSG) and Postmaster Cadres in the upcoming cadre review of the Postal Service Group B Cadre.
In a letter dated July 24, 2026, reference number *BPRASA/Cadre Review/-Gr.B/HSG inclusion digs*, General Secretary Sachin M. Brahmbhatt highlighted the need to address key pay parities and functional similarities between operative and administrative side supervisory roles.
## Key Grounds for the Inclusion Proposal
The Association outlined several core arguments explaining why HSG cadres justify inclusion alongside Inspector of Posts (IP) and Assistant Superintendent of Posts (ASP) cadres:
* **Classification Parity (HSG II & IP):** HSG II officials belong to the Non-Gazetted Group B cadre, which shares the exact same classification level as the Inspector of Posts (IP) cadre. BPRASA emphasizes that excluding HSG II while including IPs in the Group B cadre review lacks justification.
* **Grade Pay Parity (HSG I & IP):** HSG-I officials draw a Grade Pay similar to that of the Inspector of Posts.
* **Grade Pay Parity (HSG-I NFG & ASP):** HSG-I Non-Functional Grade (NFG) officials share Grade Pay parity with Assistant Superintendent of Posts (ASPOs).
* **Role Hierarchy:** While Inspector of Posts represents the starting cadre on the administrative side, HSG-I and HSG-I (NFG) represent the highest cadres on the operative side.
* **Drawing and Disbursing Officer (DDO) Responsibilities:** HSG-I and HSG-I (NFG) officials routinely function as DDOs and unit heads, managing vast financial operations—including divisional payrolls and compliance with Income Tax and GST departments. Their duties strictly align with the Central Government Account (Receipt and Payments) Rules, 2022, and the Manual for Drawing and Disbursing Officers.
## Strategic Significance for the Department
BPRASA argues that extending the cadre review to HSG cadres is not only essential for achieving administrative justice for operative officials but also vital for supporting the broader business growth and operational needs of the Department of Posts.
The Association has urged the Directorate to adopt a balanced perspective and grant due recognition to the contributions of HSG supervisory cadres.
