The Department of Posts has constituted a high-level committee to undertake the reorganisation and rationalisation of Postal Accounts Offices (PAOs) across the country. The Office Memorandum, issued on 23 July 2026, aims to review the existing structure of PAOs and recommend reforms to improve efficiency, manpower utilisation, and operational effectiveness in the post-APT 2.0 environment.
The committee will be chaired by Sh. Nirmal Singh, DDG (Estates) and includes senior officers from the Directorate, Postal Accounts, and Postal Circles. Sh. G. Senthil Kumar, Assistant Director (Mails & Business Development), RO Madurai, will serve as the Convener. The committee has also been authorised to co-opt additional officers or experts whenever required.
As part of its mandate, the committee will examine the existing organisational structure, processes, and functioning of Postal Accounts Offices in light of the Department's changing operational, financial, and administrative requirements. It will assess the impact of business expansion, digital transformation, IT-enabled operations, logistics, financial services, and other strategic initiatives introduced after the implementation of APT 2.0.
The committee will also review the requirement for the creation, abolition, upgradation, downgrading, redeployment, and redistribution of posts while ensuring optimum utilisation of manpower. In addition, it will study the roles and responsibilities of various cadres, including LDCs, Junior Accountants, Senior Accountants, Assistant Accounts Officers, Accounts Officers, and Senior Accounts Officers, and recommend measures for their effective deployment.
Before finalising its recommendations, the committee will consult Postal Accounts Offices, Chief Internal Financial Advisers (CIFAs), and other stakeholders to ensure that the proposed reforms are practical, financially prudent, and administratively feasible. The committee has been directed to submit its report to the Department of Posts by 31 August 2026.
The constitution of this committee reflects the Department's continued focus on modernising administrative systems, optimising manpower, and strengthening the efficiency of Postal Accounts Offices to meet the evolving requirements of India Post in the digital era.
