The Department of Posts, Ministry of Communications, has issued a new Office Memorandum dated 16 July 2026, laying down comprehensive guidelines for the refund of postage charges on International Mail Articles. The guidelines aim to bring uniformity and clarity in processing refund claims where postal services could not be fully rendered by India Post.

The decision comes after receiving several references from Postal Circles and Foreign Post Offices (FPOs) regarding refund requests in cases where international mail articles could not be conveyed as intended.

Refund of Postage: When is it Allowed?

As per the guidelines issued under the Post Office Regulations, 2024, refund of postage charges will be admissible only under specified circumstances. The memorandum outlines the conditions and procedures to be followed by postal authorities while processing such requests.

Recall of International Mail by the Sender

One of the key provisions allows the sender of an accountable International Mail Article to recall the article before Customs assessment or examination by submitting a written request at the booking Post Office.

If the article has already been presented to Customs, the concerned Foreign Post Office (FPO) or Speed Post Foreign Post Office (SFPO) may request the termination of the export process and arrange for the return of the article based on the sender's request.

70% Refund of Postage

The memorandum clarifies that no recall fee will be charged when an international mail article is recalled. However, the sender will receive only 70% of the postage charges paid, while the remaining amount will not be refunded.

This provision recognizes the operational expenses already incurred by India Post in processing the article before its recall.

The newly issued instructions are intended to:

  • Standardize the refund process across all Postal Circles.
  • Ensure transparency in handling refund claims.
  • Provide clear guidance to postal officials and customers.
