Gujarat Circle Reviews Proposal to Convert Delivery Branch Post Offices into Non-Delivery Branch Post Offices

The Office of the Postmaster General, Vadodara Region, Gujarat Circle, has initiated a comprehensive review to examine the feasibility of converting selected Delivery Branch Post Offices (BOs) into Non-Delivery Branch Post Offices. The move is aimed at improving the efficiency of mail and parcel delivery while ensuring better utilization of available resources.

According to the official communication issued to all Senior Superintendents of Post Offices (SSPOs) and Superintendents of Post Offices (SPOs) under the Vadodara Region, the Circle Office has directed field units to conduct a detailed study and submit a report on the proposed restructuring.

Objective of the Exercise

The primary objective of the initiative is to improve the quality and efficiency of mail delivery in areas currently served by Delivery Branch Post Offices. Where operationally feasible, delivery functions may be shifted to the concerned Delivery Sub Offices, allowing Branch Post Offices to function as Non-Delivery Branch Post Offices.

The proposal is also expected to improve the cost-benefit ratio of Branch Post Offices and streamline postal operations.

Key Areas for Assessment

The report to be submitted by field offices should include a detailed assessment of the following:

1. Assessment of Delivery Beats

The study should evaluate the number of GDS delivery beats required to be created at the concerned Delivery Sub Offices. These beats may be managed by GDS Assistant Branch Postmasters (ABPMs) who become available after the conversion of Delivery Branch Post Offices into Non-Delivery Branch Post Offices.

2. Identification of Constraints

Field units have been asked to identify Branch Post Offices where the proposed conversion is not feasible due to geographical challenges or other operational constraints. Specific and detailed reasons must be provided in such cases.

3. Deployment of Spared GDS ABPMs

The report should also estimate the number of GDS ABPMs likely to become available after restructuring and suggest their effective deployment. Their services may be utilized for:

  • Marketing and business development activities.
  • Promotional campaigns.
  • Opening and managing new Non-Delivery Branch Post Offices.
  • Other operational requirements.

Details to be Included in the Report

The Circle Office has instructed all divisions to clearly indicate:

  • Branch Post Offices proposed for conversion into Non-Delivery Branch Post Offices.
  • Branch Post Offices where conversion is not feasible, along with detailed justification.
  • Number of ABPMs expected to be spared and their proposed utilization.

The report was requested to be submitted to the Regional Office by 15 July 2026, and the matter has been categorized as "Most Urgent".

The initiative reflects the Department of Posts' continued focus on improving operational efficiency and optimizing manpower utilization.
